The steps component must follow the Platforms Code. It publishes no sub-points. A numbered list of steps in page text is not a stepper, and treating one as the other is a false positive worth avoiding.
It is one of the secondary criteria in the secondary components group of the Saudi Platforms Code, issued by the Digital Government Authority.
