The layout must reorder its columns and components automatically across mobile, tablet and desktop, and the platform must remain fully usable on a phone — touch targets, viewport settings, and reaching the navigation. Reordering is the requirement; shrinking is not.
It is one of the primary criteria in the foundations group of the Saudi Platforms Code, issued by the Digital Government Authority.

Columns and components reorder by screen size

How it is measured or verified: The tool captures every page at three widths and checks for overflow and layout collapse at each, so horizontal scroll is measured rather than estimated.
How it is repaired: Use logical properties and flexible grids instead of fixed widths, and contain wide content in its own scroll container rather than letting the page scroll.
Full usability on mobile devices

What fails: Zooming disabled in the viewport tag, which is a direct accessibility failure. Or navigation that takes two taps on mobile and one click on desktop.
How it is measured or verified: The viewport tag and its restrictions are read, touch target sizes are measured at the smallest width, and reachability of the main navigation from the first screen is checked.
How it is repaired: Remove zoom restrictions from the viewport tag, widen touch targets to 44 pixels with padding rather than by enlarging text, and keep the main navigation within one tap.
